To perform an installation from an ISO image you must use remote desktop client (VNC).
In Ubuntu 18.04 and 19.04 we know about bug in the systemd-networkd service, which is responsible for obtaining an IPv4 address from DHCP server.
During VPS boot, this systemd service has a problem to process the response from the DHCP server.
There are several possible solutions to this situation:
a) setup static IP instead dynamic in Ubuntu installer
b) after installed system boot (and about 2 minutes of waiting for systemd-networkd) manually run dhclient which will setup network interfaces immediatelly.
c) after installed system boot (and about 2 minutes of waiting for systemd-networkd) manually restart systemd-networkd service
by command: systemctl restart systemd-networkd, which will setup network interfaces immediatelly.
